he City of Johannesburg council has approved a report detailing incidents of financial misconduct allegedly involving City officials.
The report highlights cases of irregular, fruitless and wasteful spending. It will be tabled before the Disciplinary Board for investigation and action to be taken against those found to have contravened municipal by-laws.
Some of the allegations to be investigated involve non-compliance with municipal laws wherein advance payments were made to a service provider before Fire and Rescue vehicles were delivered; payments made for SAP software licences that were never used resulting in wasteful spending and monies spent on pre-loaded SIM cards that were not used for three months during a contract period.
The South African Revenue Service also found that the City failed to deduct PAYE and Tax levies for departing employees, leading to fruitless and wasteful expenditure as the City had to cover these tax obligations.
