City shuts down illegal funeral undertaker in Ennerdale

The City of Johannesburg has taken decisive action against an illegal funeral undertaker operating in Ennerdale Extension 6 following an inspection on 14 May that uncovered serious public health, safety and regulatory violations.

The inspection was conducted with officials from the City, accompanied by the Johannesburg Metropolitan Police Department (JMPD) and the South African Police Service (SAPS), after concerns were raised regarding the legality and safety standards of the premises.

Upon arrival, officials found that the facility was operating without a valid compliance certificate and was not authorised to conduct funeral undertaking services. During the inspection, two bodies were discovered stored in a freezer on the premises.

Further investigations revealed that the premises were allegedly receiving bodies from hospitals through third-party undertakers for preparation of burials. The caretaker on site stated that the facility handled approximately five bodies per week through arrangements coordinated with external individuals.

Officials also discovered that the property was operating without a municipal electricity meter and was connected illegally to the electricity supply, further compounding the compliance breaches.

The owner of the facility was not present during the inspection. When contacted telephonically by the caretaker and placed in discussion with officials, the owner reportedly disputed the City’s enforcement action and raised concerns regarding municipal processes. Officials, however, reiterated that it is the responsibility of the property operator to ensure proper zoning approval, licensing, and compliance certification prior to conducting such operations.

The City has since issued a formal notice and an administrative fine in relation to the contraventions identified. Authorities have further prohibited the facility from receiving any additional bodies until full compliance with all relevant regulations is achieved.

In consideration of the families affected, the City has allowed the current funeral arrangements to proceed this weekend. However, a strict follow-up inspection will be conducted on Monday to ensure compliance and determine further enforcement action.

The City of Johannesburg emphasises that funeral undertaking services are highly regulated and must comply with strict health, safety, zoning and licensing requirements to protect public health and ensure dignified handling of the deceased.
